IUCLID (International Uniform ChemicaL Information Database) is a software application to capture, store, maintain and exchange data on intrinsic and hazard properties of chemical substances. It is a key software application essential for chemical industry to comply with the new legislation Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), which entered into force on 1 June 2007.
REACH requires chemical producers, exporter and importers to pre-register existing chemical substances in order to benefit from later registration and to register new chemical substances to the European Chemicals Agency (ECHA) in Helsinki. Registration requires submission of an elaborate compilation and studies on the physic-checmial toxicological and ecotoxicological properties of chemical substances. In order to structure these requirements, REACH requires a specific reporting format, namely the IUCLID 5 format.
Distributed free of charge, the software is especially useful to chemical industry companies and to government authorities. It is the key tool for chemical industries globally in fulfilling their obligation to submit data to the Agency under the REACH legislation from 1 June 2008. The software is maintained by the European Chemicals Agency [ECHA]. The latest version, version 5.2.3, was made available on 21 October 2010. The IUCLID 5 software can now be obtained free of charge from the http://iuclid.eu server.
Data Format and Exchange
Data that can be stored and maintained with IUCLID encompass information about:
- The party running IUCLID (production sites, contact persons etc.)
- The chemical substances managed by the company, namely their
- reference information like CAS number and other identifiers,
- classification and labelling,
- physical/chemical properties,
- toxicological properties,
- eco-toxicological properties.
OECD and the European Commission have agreed on a standard XML format (OECD Harmonized Templates) in which these data are stored for easy data sharing. IUCLID5 will be the first application fully implementing this international reporting standard, which has been accepted by many national and international regulatory authorities.
IUCLID 5 is a Java based application, using the Hibernate framework for persistence. It features a Java Swing graphical user interface (GUI) and can be deployed on both single workstation and distributed environments. IUCLID can be deployed on any current PC. For optimal performance, RAM should not be less than 1 GB.
IUCLID 5 data comply with the REACH legislation requirements, but also with the requirements of OECD, HPV Chemicals Programme, US HPV Challenge programme, Japan Challenge programme and EU Biocides. All the OECD harmonised templates, together with the relevant endpoints for biocides and pesticides are included in IUCLID 5. OECD harmonised templates provide a consistent way of reporting information on study reports across regulatory programmes.
The XML schema used in the templates enables IT systems to exchange data electronically. Field-names, guidance, and format, as well as all entries for the pick lists, predefined texts and tables to be used in the rich text editor fields, and executive summary text samples are provided by the OECD Harmonized templates.
